Convert the Did You Know function into a proper Widget.

On all the pages it is called - which is most pages - add a new widget area 
into the page so it can be added back in.

the DYK items have some specific CSS styling, these will need to be pulled in 
via the plugin now!

Me and Mike played around with the box and a suitable place could be below the 
navigation bar. Since some DYK are long a max word count would have to be in 
place to keep the container/box at around 40-50px high maybe less.
