Dockerfile to build native extension #26

Should build x32 version of gem for mingw32 and mswin32-60 Only for ruby 2.4.1 and 2.3.4. There is some troubles for older rubies, so I decide to skip them, since 2.2 EOL soon.

Just one minor nitpick, though: Could you fix the spelling for "filemagick" (no "k") in the README.
