border vs outline #53

SO Outline as it is created around/on top or BOrder and doesnt take place To modify height or width or element. i will add "border" that can be override the margin.

Border will change the height/width so it's fixed than not change If we change dynamically border it's a problem cause it can change position on your HTML

So a solution is to put a outline
