I recently found the link provided in github releases page and the official documentation page be obsolete. The url https://bintray.com/artifact/download/blahah/generic/transrate-1.0.3-linux-x86_64.tar.gz already have not refers to a file, but redirects to https://jfrog.com/blog/into-the-sunset-bintray-jcenter-gocenter-and-chartcenter/. The only available binary i found was those bundled within Oyster River Protocol https://github.com/macmanes-lab/Oyster_River_Protocol/blob/master/software/orp-transrate.tar.gz
