When I try to reduce the IOS with DOP-MII it gives me an error: No useable IOSes found to downgrade IOS15

What IOS did you use? 4.0

What is the first 4 digits of your Wii's Serial Number?

What steps will reproduce the problem?
1. Loading Dop-Mii v12.1 from the Menu, then it askes to download the fake/ and 
then it gives me the error
2. Running Wii 4.0

What is the expected output? What do you see instead?
IOS downgraded to IOS15. Instead I get No useable IOSes found to downgrade IOS15

Please provide any additional information below.

I have uninstalled Dop-Mii 12, and tried Dop-Mii 13, no luck. Now I am kind of 
stuck in the Homebrew with a Mii button with nothing after it. It is almost 
like I need to reload everything and start over. I am getting my info from 
Lifehacker. See the screenshot attached
