ordering inconsistent between development and production #510

@nathan-rice i just deployed the new ordering to production, but now production and development are mismatched. see the following:

development is the correct one. it's doing the ordering by object_number, the order set down in works.csv.

well, i've reverted the change. we're back to Butlin ordering. but it would be nice if we could get orderings by object_number and have them be consistent between production and development. if you can think of a reason why it would be consistent between servers, let me know
