Update for 2014f #1

Two new Zones in Russia:

@timparenti I'm trying to find a shape file of Russia that I can base these zones from (that include all the Oblasts, etc..) do you know where I could get one?

I don't personally know of any good sources for such shapefiles, unfortunately. For what it's worth, Eric Muller's tz shapefile for Russia http://efele.net/maps/tz/russia/ says "[t]he geometries are entirely derived from the rusray shapefile created by Alexander Perepechko and Dmitry Sharkov and offered by WAGDA http://wagda.lib.washington.edu/DATA/geography/world/russia/download.html", but that seems to be behind a login.

First-level subdivisions (known collectively as "federal subjects https://en.wikipedia.org/wiki/Federal_subjects_of_Russia") are what you need in most cases. You would also need some second-level subdivisions within Sakha Republic and Sakhalin Oblast.

In particular, the RUS_adm2.* files in http://biogeo.ucdavis.edu/data/gadm2/shp/RUS_adm.zip should suffice for these purposes.
