I don't personally know of any good sources for such shapefiles, unfortunately. For what it's worth, Eric Muller's tz shapefile for Russia http://efele.net/maps/tz/russia/ says "[t]he geometries are entirely derived from the rusray shapefile created by Alexander Perepechko and Dmitry Sharkov and offered by WAGDA http://wagda.lib.washington.edu/DATA/geography/world/russia/download.html", but that seems to be behind a login.
First-level subdivisions (known collectively as "federal subjects https://en.wikipedia.org/wiki/Federal_subjects_of_Russia") are what you need in most cases. You would also need some second-level subdivisions within Sakha Republic and Sakhalin Oblast.

@timparenti https://github.com/timparenti I'm trying to find a shape file of Russia that I can base these zones from (that include all the Oblasts, etc..) do you know where I could get one?

@timparenti Thanks for replying. Yup, I already have an email out to Eric. So I will wait for him to reply.
I'm interested in the source material, too, so do follow up here as well!

I came across: http://gis-lab.info/qa/osm-adm.html
Which might be useful. Will wait a little longer to hear back from Eric
@timparenti Haven't heard back from Eric yet :/ So going to try to find an alternative source.
FYI, I just responded to a similar inquiry on the tz mailing list.

From Jim Marvel http://mm.icann.org/pipermail/tz/2014-October/021753.html, see http://www.gadm.org/country.
In particular, the RUS_adm2.* files in http://biogeo.ucdavis.edu/data/gadm2/shp/RUS_adm.zip should suffice for these purposes.
