This commit:

Ports back no-circular-dependencies from client
Adds tslint-clean-code dependency
Bumps the package.json version
[ PLEASE REVIEW ] Updates dependencies (node to v9, ts to 2.7.1 from 2.3.4)
Updates package-lock.json to latest updates
