This generates a list of all urgency-coefficients, showing the current coefficient, the number of tasks that trigger each rule, and with an indicator of which are default, and which are custom.

Available actions might be;

• open, show a list of tasks that match the rule
• edit, change the coefficient value
• add, a new rule + value
• delete a custom rule.

Some of this seems pretty straight forward. The thing I'm not sure about is figuring out how to show what tasks match the rule. I'm also not very familiar with the urgency coefficients as I have just left mine alone. I'll have to look at some docs and think about this one a bit.
