CI and Release pipelines #3

Hi, just adding CI and release pipelines to provide a built version of the plugin for easies installation. While it's possible the user has a Rust setup, having Rust and it's toolchiain is not a zellij requirement, thus it should not be of any plugin either.

Thank you for the pull, I have never made a project that people have actually looked at so I didn't expect to need to add a CI. I see your point so thank you (I have been busy because of school).
