Ticket 9 - user can delete a payment type #56

Description: Added button to main user settings that gives the user the option to edit payment options. User then has the option to view and delete payment options within a separate view. Added new methods in the Views that would take care of all of the work.

Directions to test: Go into user settings. Under payment options, you should see a button for Edit Payment Options. Click that and you should see all of your saved payment options. Click the X button next to one of the payment options. The Payment option should disappear. Go back to User Settings. The Payment Option should no longer be listed.
