Inline replies default to `@ON` even if you disabled it a lot #5

I really don't know who thought this was a good idea. If you even forget to @OFF once, you suddenly end up noisy-mentioning the person who you're replying to.

This really should remember the last state or at least start remembering you want it off if you turned it off 5 times in a row or so.
