Add HIRESW Model #352

Finishing out the hires model suite, I added the HIRESW, which includes the ARW and FV3-hires. Like the HREF, I am not aware of sources other than NOMADS at the moment.

Look like there is a conflict preventing the merge. Maybe I did a pull request too quickly. Can you take a look?

I think it was because I had files open in my editor that were on another branch. Hopefully it will be all good now!
