Modernize install using only pyproject.toml and add some GitHub Actions

• [x] Update install setup using only a pyproject.toml file
• [x] Add workflow to automatically publish tagged release to PyPI
• [x] Add workflow to run suite of tests with each pull reuqest

Looks like this is ready to go...it passes the tests. Just need to pull the trigger on merging and publishing a release.
