Bring our ring modifications upstream #9

Most importantly we need something like a StaticPrivatreKey in the agreement API.

It would be nice to have, in aead, an open_not_in_place, or open_in_place_separate_tag.

There is no progress.

And now we use libsodium (sodiumoxide) and it works fine.
