update structconf to latest version #53

Issue Description

I've done some work on structconf, which introduced some breaking changes. Let's get those in use here.

First: go get https://github.com/kevinfalting/structconf, then fix any breaking changes.

Acceptance Criteria

Latest version of structconf is used.
