Empty headerbar in narrow mode

When the app is so narrow that the switcher is at the bottom, the headerbar is pretty empty:

Some ideas for making it less empty:

• Adding the name of the view as a title when the switcher is not in the headerbar (e.g. "Home")
• Splitting most of the user menu items off into a primary menu on the right, and keeping only user switching in the user menu.
• Pulling search out of the menu and making it a button in the headerbar
