Include Flatpak Manifest In Source Tree #236

For GNOME development, including a flatpak manifest inside the source tree allows designers and developers to easily test applications without installing dependencies on their host system. If you set up GitHub Actions, you can also use it to generate flatpak builds for easy testing of PRs or the latest commit.
