API doesn't return errors #199

We know this URL (right now) should produce an error: http://localhost:8124/api/v1/papers?q=&metric=twitter&category=&timeframe=alltime&page_size=20&view=

but it doesn't, even though the response code (500) is correct: screen shot 2018-10-12 at 8 03 11 pm
