Create Siret page #124

Create specific page for Siret, with year selection.

Url should be /budgets/[siren]/[siret]?year=YYYY.

For now, just display the Summary component. In the future, special components for exploring details will be added.

Not sure this is relevant after all.

The current budget page should work fine with just SIRET (no City), with just a few tweaks.
