Include Geolocation API in Builtin Externs #93

Both Firefox 3.5 and Safari 4 provide support for the geolocation
interfaces defined at http://dev.w3.org/geo/api/spec-source.html

I'd like to see these interfaces added to the base externs. Perhaps in
http://www.google.com/codesearch/p?hl=en#l5BkQmivP-Y/trunk/externs/window.js&amp;q=navigator%20package:http://closure-compiler\.googlecode\.com&amp;d=2&amp;l=20

I'm not sure whether we'll ever provide this in the build-in externs. But I put 
something in contrib/externs for it in r80
