strtoepoch should work with the timezone of the timetable, if a timezone is not explicitly given:
AKA, for a timetable loaded with Amsterdam data 2015-02-24T10:00:00 is 10am, regardless of the set timezone of the computer.
cli.c now display it's time in UTC+timetable_utc_offset. Should be local (aka add vj_time_offset)
Audit all timecode, check whether architecture can be improved or which code thrown out
