For now, we didn't define anything for welcoming people when they join our Slack.

Sometimes, only admins receive a private notification (no notification in the #general channel.
New members can feel lost (no explanation or incentive to use each channel or read documents we share on Github).

[ ] add all useful automation
[ ] write a welcome message underlying our code of conduct and openness framework, and to give incentives to contribute

This wasn't required for Q3 but will be for Q4 as we are getting more and more new members (and I expect this to accelerate).
