As a temporary measure before #914 is completed, or maybe as a long-term repo for snapshots, we need to setup a maven repo on Azure for distributing our libraries.

Deployed Sonatype Nexus OSS to https://nexus.blindnet.io. Snapshots are deployed to https://nexus.blindnet.io/repository/maven-snapshots.

Made pipelines for https://github.com/blindnet-io/jwt-java, https://github.com/blindnet-io/storage-connector-java, and https://github.com/blindnet-io/identity-api-scala-client.
