Blink does not respect swapped Modifier keys from iPad settings

Configuration

iPadOS 17.3.1 (though I feel like version is irrelevant), Blink latest version.

Describe the bug

I use modifier keys as swapped (Option acts like Cmd, Cmd acts like Option) when I connect a hardware keyboard through Bluetooth. This swapped config acts as expected on every single app except Blink.

How to reproduce

• Swap modifier keys on iPadOS Keyboard settings (Option to Cmd, Cmd to Option)
• ssh into a server
• Run nano
• Type something
• Do an Undo (M-U by default, you have swapped modifier keys, so you must press Option-U instead)
• Nothing happens
• Observe that M key is still the original M key on the keyboard, not Option as expected by the swapped config from iPadOS keyboard settings

Expected behaviour

Swapped modifier keys act accordingly within Blink.
