When other software locks a file, we fail to load a pack. We should fail more gracefully.

System.IO.IOException: The process cannot access the file 'C:\Users\"me_as_a_user"\Documents\Guild Wars 2\addons\blishhud\markers\Data\SchattenfluegelTrails\Regularnodes\st_regularnodes_platinum_node.png' because it is being used by another process.

This issue should be resolved now.
