Allow user to disable running background tasks at startup #262

Fotema automatically runs tasks to discover new photos and videos and to process them. However, some users may want to skip background processing at start up and instead have tasks scheduled to run at a different time or when manually triggered.

The simplest option would be to add a setting in the preferences dialog to allow the background task processing at startup to be disabled, and then to add a hamburger menu option to scan for and process new files.
