<cite> in Blitz template #142

In the Blitz template, the element is used to tag the source name in the epigraph, but Blitz also refers to the following website as a reference for the usage of the HTML markup, where it is cleary stated that the element shouldn’t be used on names, but only on titles. http://html5doctor.com/element-index/#cite

After reviewing the WC3 specs, this usage of is adequate, so the error is from the website html5doctor.com itself.
