Why can't I see the “Temp” option even with "Unwanted Content Mode" set to Relaxed

What steps will reproduce the problem?

4. No Temp option.

What is the expected output?
Allow/Trust/Deny/Distrust/Temp.

What do you see instead?
Allow/Trust/Blocked/Distrust

What version of the product are you using? On what operating system?
ScriptSafe v1.0.6.13 on Windows XP.
