Add gh-actions scripts to autopublish new version #62

so every new tagged version should be published to dokerhub where our readmy currently points and should be tagged as latest. Please test the whole workflow releasing version 1.0.1

also it should work for staging :) we will have another docker-compose or the script can take some parameter to run :staging version or :latest (that would be the most optimal)
