Ability to add parameters to Moderators (maybe Toolkits, Providers) when loading profile #111

Currently, some moderators take inputs for max_tokens, etc…, but there is no way to set these in the profiles

There should be a way to specify params for instantiating parameters in the config (e.g. a list), and updates to reading the profile and instantiating the profiles in Goose.
