Users that have not sign in don't see actions on Milestones #19

If user is not signed in, they do not see the actions directly in the milestone and are not informed they need to sign it. This could be quite confusing. Introduced by #16 in 1eebc9a12acd16a5ed355bda6d76b1674f98bd6d
