Arbitrum Metadata API

Description

Adds the ponder as a tool for indexing data gathered from events from the ENS contracts deployed to Arbitrum Sepolia (e.g. ENSRegistry, NameWrapper)
Exposed the Metadata API for domains stored on Arbitrum Sepolia following the same structure as the Database version.
