the objective is:

create more complex and in-depth tests.
create e2e, integration, systems, units, invariants tests.
create test cases
use mocks or harness (depending on what is needed) to test
create remappings of all dependencies to improve import semantics

As explained in #138 , we are using Hardhat for easy onboarding on this repository and Echidna for fuzz testing. I'd love to implement the foundry bullet points you quoted into the ccip repository (Will probably have a new name soon).
