refactor: hardhat configs pre-subgraph #198

Trying to fix hardcoded solution to solve workflow vars issue not been recognized (failed - read last comment)
Removed random choice of networks and kept most used ones (eth and polygon)
Added optimizer
Added max contract size to true
Added default hardhat chain id

(please don't judge my commit names, I'm ashamed)

Apparently, the usage of vars of GitHub actions is working properly on any forked environment, but the same configuration is not working on the official repository. I don't know why, my friends don't know why, if you know why, I would love to know. I will open an issue regarding this problem soon..
