修改了 community 下面的 image-bin 的 preferences 没有生效 #246

这里应该优先遵守 inputExts，因为其他的已经废弃了

增加了 .mov 之后还是没生效

因为 Discuss Kit 指定了支持上传的媒体类型（从 Post 渲染需要写组件才能在 lexical 渲染） 而且 Discuss Kit 没有默认使用 Media Kit 的 Prefs，所以改 Prefs 不会生效

跟我 https://team.arcblock.io/comment/discussions/6be127d2-e77c-4c3b-9ab0-f70946ae818e 梳理的也有关

后续还要再改 Discuss Kit 的组件，如果上传后不能显示的，默认用 url 来代替
