This PR adds a feature to the SNode builder tools which allows them to deploy support for utxo-plugin functionality. This utxo-plugin support is required for an SNode to support the backend of XLite.
There are likely still fixes/enhancements needed in the utxo-plugin and/or plugin-adapter repos to fully support this feature, but afaik, the work in this PR is complete and bug free in terms of what's needed in this exrproxy-env repo to support this feature.
Afaik, there is no harm in merging this PR, even though utxo-plugin and/or plugin-adapter repos may still need some mods.
