This PR adds support for Cart and Checkout Blocks which will enable the payment plugin in the new block based cart and checkout

The PR does not appear to be working on my end with fresh installation: Wordpress 6.4.2 Woocommerce 8.4.0 Checkout-–-WordPress-Woocommerce-Blocks

I have enabled it by default @DarrenWestwood
