[FEATURE REQUEST] Add notification on initialisation of tenderduty for confirmation of setup #76

When setting up tenderduty with discord or telegram channels, it would be very nice to receive a notification on initialisation of the monitoring. This way, one is sure that the alert setup for the specified channels are setup correctly.
