Allow User to Pick Mining Fee #10

This is currently controlled universally via config but would be nice to be able to override each transaction as required

Also need to introduce a more programmatic way of generating the fees and make it an option to have fixed or floating fee structures (as well as having UI/X allow users to select in default theme)
