Two power budget patches #5

Two smallies, see the commit messages. Interested to see what you think about the config setting approach.

The second commit is of course only relevant for use cases that don't need to override power_budget and can instead use the default detection.

I have this deployed at a site [1] now, so if this power budget patch gets shipped to downloads.openwrt.org I could simplify the build for that site, which would be wonderful :-)
