[Windows, Structure] Now we can build it on Windows

• Code structure modified heavily
• CMake ExternalProjects added for GSL and Googletest
• Library Builds on Windows. Not all tests do pass! (also does not build in AppVeyour)
• Linux builds correctly (on my VMs, not in Travis)
• Introduced blond namespace
• Introduced Context object instead of extern in global.h
• Introduced CLion and MSVS friendly projects generation

Known Issues:

• Windows build from command line, TravisCI, AppVeyour builds fail with fatal error: gsl/gsl_interp.h: No such file or directory.
  • Dominating windows error: 14: Warning!!! Acceleration is not possible (momentum increment is too big or voltage too low) at index 2000
