Modtools will not download on current version CS. 1.13.1 #32

Seemingly no matter what method I try. I can get Modtools to show up on the content manager. CS adds it to the "steam workshop" page. But not to the mod page for me to toggle enable it.

follow up. So I managed to fix my issue with a full re download of the game. Now every time I enable ModToosls, i get an instant crash. output_log.txt
