Core - Progress Bar Fix #3071

When I go through the steps of the application, the progress bar section only becomes black 2 sections later. In the screenshot below, I'm ready on Programs so I expect the Household section to be black but it doesn't become black until I get to income, in the second screenshot. The same thing happens with Preferences and Income
