Uptake - Alert Component in Bloom-Core #3433

AC: Every instance of alerts that are consumed directly in Bloom core are updated to the new seeds Alert component. The difference between Alert and Message is that alerts are dynamic page content that are rendered on the page after some sort of user action.

This issue is currently blocked by both bloom-housing/ui-seeds#80 and bloom-housing/ui-seeds#82.
