Design update: Vertical spacing on some static field value elements needs updating #3986

Describe the bug Vertical spacing between some field value elements in the common app should be updated for easier legibility and match current style.

To Reproduce Steps to reproduce the behavior:

  1. Go to household members
  2. Go to application review

Expected behavior I would prioritize the updates to the Application review page over the household members view. I included both here since they were similar.

I'm just now realizing that this was addressed I believe in https://github.com/bloom-housing/bloom/pull/4038. @slowbot can you confirm in QA?
