Notification banner on SMC

We need to put a notification banner (we can use the maintenance banner component) on the San Mateo site that lets users know that the site is sunsetting.

• English: This site will be transitioning into the Doorway Housing Portal and will redirect to housingbayarea.org starting August 1st, 2024.
• Spanish: Se realizará la transición de este sitio al Doorway Housing Portal y se redirigirá a housingbayarea.org a partir del 1 de agosto de 2024.
• Chinese (Simplified): 2024 年 8 月 1 日起，此网站将改为 Doorway Housing Portal，并将重定向至 housingbayarea.org。
• Tagalog: Ang site na ito ay magta-transition sa Doorway Housing Portal at magre-redirect sa housingbayarea.org simula Agosto 1, 2024.
