feat: run lottery modals #4168

This PR addresses #4048

Description

*Note this is just the run modals - will do the export one separately

Adds the two different modals that appear when an admin clicks run lottery for the first time.

How Can This Be Tested/Reviewed?

With the toggle on, on a closed listing with a lottery, after clicking the run lottery button:

If there are no unresolved duplicate sets, show the regular confirm modal

If there are unresolved duplicate sets, show the duplicate version of the confirm modal - I've been testing by setting duplicatesExist = true

Note that the Figma is no longer accurate. The confirmed copy and design is here which includes some button styling changes - the copy in text is the confirmed copy, not the copy in the screenshots.

Confirmed that we should change duplicate --> duplicate sets
