feat: application confirmation styling updates based on design QA

Description

The confirmation page you arrive at immediately following submitting a common app hadn't been restyled more in the new Seeds-oriented design theme. This PR makes those improvements to bring the page in line with the Figma mockup, including overrides to make the UIC application timeline left-aligned.

Note: the overrides CSS isn't intended to be high-quality. We should re-implement these "progress nav" components at some point in a fully Seeds-ified way, but that's beyond the scope of these immediate fixes. But if there's feedback we should try to improve this more thoroughly, I'm happy to work on it further.

How Can This Be Tested/Reviewed?

Fill out a common app, and compare the confirmation screen with Figma.

[ ] Added tests covering the changes

Review Process:

Read and understand the issue
Ensure the author has added QA notes
Review the code itself from a style point of view
Pull the changes down locally and test that the acceptance criteria is met
Either (1) explicitly ask a clarifying question, (2) request changes, or (3) approve the PR, even if there are very small remaining changes, if you don't need to re-review after the updates
