Add the agree to terms modal on public login if user has not agreed to terms

When transitioning the public users from SMC to Doorway we need to make sure that they agree to the terms since they differ in Doorway. With the current setup the terms modal only appears on the public site when creating a new account.

We should add the terms modal to the sign in page if the user attempting to log in has not accepted the terms before
